Tiana was murdered after being told her soon-to-be killer would be arrested for violating a restraining order.
Tiana Notice had not long graduated from the University of Hartford with a degree in political science. She was often encouraged by her mother to become a lawyer so she could use her love for debate as a career. She seemed like a loving person that was having to deal with an abusive ex-boyfriend.
The ex was someone named James Carter Jr.
Tiana and James met through MySpace in 2007. James convinced Tiana to meet him for a date, a public space being picked out. Tiana wasn’t looking for anything serious as she had just ended things with her college sweetheart, a five-year-long relationship.
While on their date James spun a story of Tiana’s dream, he claimed to own his home, work as a manager at a finance company and he didn’t have any kids but he wanted them in the near future. He had managed to lure Tiana in and the two began dating.
After a year the relationship was over and that’s when all the problems publically known arise. Tiana and James both filed restraining orders against each other. James was barred from talking to Tiana for the next two weeks.
Right after the restraining orders were in place, Tiana began receiving emails from apparently James’ ex-girlfriend Jessica Bandera. The emails were threatening and nasty in nature and came in steadily for two days. January 13th Tiana went to the police to inform them of the emails as she believed they were coming from James, the police couldn’t do anything without proof.
James filed for another restraining order. This time both parties went to court, providing their sides of the story. Tiana printed out emails and took the emails as proof while James had nothing to prove that she was harassing him. Both were given 6 months’ restraining orders against each other.
On January 31st, James went to the police station with a flyer that had Tiana’s picture, her name and her number on it. He claimed that she had posted that at his house. The police were suspicious of it but still investigated the matter. Tiana denied being responsible for the flyer.
By February Tiana began talking to her ex-boyfriend, somehow James found out and only took the harassment further. Not long after, on February 7th, all four of Tiana’s tires had been slashed, it was clearly James but there was no proof it was him. Tiana told her dad everything and he fitted a security camera to her home.
Just under a week later, the 13th to be exact, Tiana was at work when James called her, and one of Tiana’s coworkers witnessed the call. She called the police to inform them of the call but she was told to call the Waterbury department since that was where she worked.
When Tiana did inform the Waterbury department they didn’t believe the restraining order was real and told Tiana, she had to get Plainville to fax over a copy.
The two areas, Waterbury and Plainville, are 18 miles apart.
Tiana returned home afterwards, getting there at 7:20 pm and found a note from James. The note read. “Tiana forgive me. I never cheated on you. If I’m lying may God take my life. Forgive me for everything else I have done.”.
February 14th, Tiana had to go to Plainville police to have them forward a copy of her restraining order to the Waterbury department and also had to report the note. The police told Tiana that they would arrest James for the violation of the restraining order. Tiana left the station content and feeling safe, she had plans of getting some clothes before going to her mother’s for the weekend.
What Tiana didn’t know was that the police called James and warned him that if he violated the restraining order again then they would arrest him. Unlike what she had been told.
At 9:41 pm a call to 9–1–1 was made. Tiana was screaming on the other end of the phone “I’m bleeding to death, my ex-boyfriend stabbed me to death.”. Neighbours’ heard the screams and saw James’ car leaving right after. Tiana sadly bled to death in the hospital.
Less than an hour after she passed, James was arrested and charged with Tiana’s murder. October 11th James was sentenced to 60 years in prison, the maximum he could get in the state of Connecticut.
In the weeks leading up to her death, Tiana filed over thirty complaints to the police.
